Jetpack is not in the location it should be on a clean install.
Search the windows directory for “Jetpack” and copy it to c:windowssystem32DHCP

CD %SYSTEMROOT%SYSTEM32DHCP
NET STOP DHCPSERVER
JETPACK DHCP.MDB TMP.MDB
NET START DHCPSERVER
